I have the honour to inform you that there is a vacancy for an Assistant Engineer in the Public Works Department, and to recommend the name of Mr. E. H. Carpenter for that appointment.

On April 1st, 1901, Mr. Carpenter, who had previously been employed by a local firm, was given temporary employment in the Public Works Department at $1,800 per annum, as Junior Assistant, in the vacancy caused by the transfer of Mr. Drury to the Imperial Service and consequent promotions in the Public Works Staff. He was reported by Mr. Ormsby, late Director of Public Works, to be a gentleman of good education and some engineering training, and likely to be of service.

Mr. Carpenter has up to the present given complete satisfaction in the performance of his duties, and the Director of Public Works now recommends that he should be placed on the permanent Staff as 8th Assistant Engineer at a salary of $1,440 per annum. This is nominally a smaller salary than he has drawn hitherto, but as his permanent appointment will entitle him to participate in the privilege of Exchange Compensation, I consider that the salary I have mentioned is sufficient
